What we need
Public company facts, target agencies, NAICS or PSCs, contract vehicles if any, past performance summaries, capacity limits, and approval contacts.
Success measure
A better bid/no-bid decision, avoided bad-bid hours, qualified pursuit options, and a clear reason to continue, narrow scope, or stop.
If fit is weak
The recommendation should say so. A weak scan result should become a pause, downgrade, partner route, or readiness plan instead of a forced retainer.
